UNDP supports government and national partners through the National AIDS Council, Human Rights Commission, the Ministry of Commerce, Trade and Industry (MCTI/PACRA), Ministry of Local Government and Housing (LGAZ/AMICAALL) and the Ministry of Community Development, Mother and Child Health, to: (i) generate strategic information for better understanding of socio-economic factors driving sexual transmission of HIV, and support appropriate policies and programmes that address such structural factors; (ii) Identify and mobilize key sectors that can contribute to reducing new HIV cases; (iii) Develop leadership in key constituencies to facilitate effective prevention of HIV transmission; (iv) Domesticate Trade Related Intellectual Property Rights (TRIPS) with appropriate use of flexibilities, south-south cooperation and technological transfer to make treatment more available and affordable; (v) Develop and enforce legal and human rights frameworks that facilitate access to treatment and protects the rights of PLHIV as well as develop the advocacy and leadership capacity of networks of PLHIV; (vi) Ensure enabling environment, cross-population and cross sector partnerships for public health and human rights among key populations (MSM, IDUs and sex workers) to reduce HIV-related vulnerability, focusing on law, public policy and inclusive governance; (vii) Remove punitive laws, policies, practices, stigma and discrimination that block effective responses to HIV&AIDS; (viii) Meet the HIV needs of women and girls and stop sexual and gender-based violence; (ix) mainstream cross-cutting issues in local development.

UNDP is also part of the Cooperating Partners Group on Health and HIV&AIDS. In this platform, partnerships have been built with key Cooperating Partners such as DFID, US Government, Irish Aid, Swedish AID, and DANIDA. UNDP also has strong partnerships with some local and international civil society organizations, including SHARE II, Alliance of Mayors and Municipal Leaders’ Initiative for Community Action on AIDS at the Local Level (AMICAALL), Population Council and Churches Health Association of Zambia as well as academic institutions in Zambia.
